Documenting Human Rights Injuries

One of the key aims of the P10K Force is to protect the Palestinian people from the brutal aggression of the Israeli occupation forces, and it is sincerely hoped that human rights violations (referred to as "human rights injuries" in international law) will reduce dramatically, particularly deaths and injuries.

However, in the event that human rights injuries are committed, a vital part of P10K strategy is to document these abuses and compile the information into a database available online, with it's summaries presented to the relevant international and national bodies. P10K will work with existing human rights organisations to compile and disseminate the information gathered.

P10K Human Rights Injury Report Forms

All P10K Force participants should carry copies of the P10K Human Rights Injury Report Forms and document all human rights injuries which they either directly witness, or which are related to them by others. In serious cases, please complete the form yourself even if you know others also witnessed the event. If the documentation is used later, multiple, independent witnesses create a stronger basis of evidence.

A vital aspect of justice for Palestinians (and any oppressed people) is acceptance and recognition of the injustices perperated against them, and the serving of justice against those who flout international law and perpetrate war crimes and crimes against humanity. The P10K Human Rights Injury Report Forms and subsequent testimony have the potential to be a vital part in any future prosecutions or even war crimes tribunals.

Completing the Forms

Full notes on how to fill the forms in are given below. Here is a summary of the most important aspects:

1 - WRITE CLEARLY!! - (IN CAPITALS IF YOUR HANDWRITING IS BAD)

2 - WRITE IN BLACK INK!! - (SO THE FORMS CAN BE PHOTOCOPIED)

3 - Did you see the events yourself, or did someone else tell you about them? Were you a direct or an indirect witness? Were there any other witnesses?

4 - Fill in as much detail as possible, as soon as possible after the event.

5 - Always include your contact details in case you need to be contacted immediately, or at a later date.

6 - Use the numbers in sections D & E as a shorthand when filling in the details about human rights injuries.

7 - Be sensitive to Palestinian concerns if they do not want their name or other details to go on the form.

8 - Take care in diffcult or dangerous situations!!

Detailed Notes

A - P10K FORCE PARTICIPANT
Name: full name as on your passport
P10K Number: your P1OK Force ID number received by e-mail when you registered
*Direct/Indirect Witness:
Circle "Direct" if you saw the Human Rights Injury yourself.
Circle "Indirect" if you didn't see the Human Rights Injury but someone else described it to you.
If another P10K Force participant witnessed the event, they should fill out the form.
Contact: Your most up to date contact information - Cellphone, phone, e-mail, address etc.


B - *DIRECT WITNESSES/OTHER WITNESSES
Name: Names of other people who witnessed what you saw directly, or names of direct witnesses if you yourself did not see the Human Rights Injury.

P10K or ID Number: P10K Force Number if witness is in P10K Force, or other ID card number if witness is Palestinian/non P10K Force.

Contact Details: Their most up to date contact information - Cellphone, phone, e-mail, address etc.


C - TIME, LOCATION & CIRCUMSTANCES
Time: Use 24 hour clock, or include am / pm.

Day & Date: Write day and month to avoid confusion.
E.g. Saturday 11th September, and NOT 11/9/2004.

Town/Village: Be exact as you can, including the district for example.

Exact Location: Be as specific as possible. Find out if the location has a local name; note down how far you are from certain landmarks. E.g. on pavement directly outside Al-Quds newsagent, Nablus Street

House/Building, Street/Outside, Demonstration, Checkpoint, Settlement:
Circle one or more of the most relevant.


D - HUMAN RIGHTS INJURIES
Each type of Human Rights Injury has been given a number, so that when writing in the box below, you can use these numbers as a shorthand.
E.g. to include information about a serious injury, write:
8 – Mohammed Hassan, 27, shot head and chest, brother Ali 02 345 3456

For these Human Rights Injuries tick the relevant box:
1 – Incursion, 2 – Closure, 3 – Curfew: complete details of times begun / ended, conditions.

For these Human Rights Injuries, write in the number (of house demolitions or arrests for example) in the relevant box:

4 – Assassination, 5 – Deliberate Killing, 6 – 'Accidental' Killing: Name, age, contact details of friends/relatives, wounds, hospitalized, name of doctor/paramedics

7 – Injury (Near Fatal), 8 – Injury (Serious), 9 – Injury (Slight): Name, age, contact details of friends/relatives, wounds, hospitalized, name of doctor/paramedics, prognosis, permanent injury?

10 - House Demolition, 11 - House Damage, 12 - House Search: Address, owner, inhabitants

13 – Arrest, 14 - Temporary Detention, 15 – Abusive Behaviour: Names, ID numbers, circumstances

For these Human Rights Injuries, write in the number (of dunums or items of agricultural equipment damaged/destroyed) in the relevant box:
16 – Land Razing, 17 – Land Appropriation, 18 – Other Property: number of dunums, owner, land use (olives, oranges etc)


E - PERPETRATORS
Each type of Human Rights Injury perpetrator has been given a number, so that when writing in the box below, you can use these numbers as a shorthand.
E.g. to include information about settlers, write:
2 – 5 men (3 with guns), 2 women, car IL346 34HB, shouted abusive language and waved guns in air

For these Human Rights Injury perpetrators, write in the number (of soldiers or settlers for example) in the relevant box:
1 – Soldiers, 2 – Settlers, 3 – (Border) Police: names, descriptions, actions

For these Human Rights Injury perpetrators, tick if relevant:
4 – Tear Gas, 5 – 'Rubber' Bullets, 6 – Live Ammunition: duration, distance/range, verbal warning, warning shots above head, warning shots into ground, number of tear gas canisters, location fired from
